Asset management & maintenance

Consumables management: supplies, spare parts and issuance control

Control office supplies, cleaning materials, spare parts and other consumables: depot stock, issuance by department or asset, minimum levels and usage analysis.

Consumables are items used up in operations: office and cleaning supplies, printer toner, PPE, uniforms, maintenance spare parts, fuel filters and similar items. Individually cheap, they add up to significant spending across many branches, and they are easy to over-order, hoard or take home. Consumables management keeps them available when needed while making usage visible and accountable.

Depot stock

Keep consumables in a depot or storeroom with a responsible custodian:

  • Items listed with units and minimum levels
  • Receipts recorded from purchasing
  • Issues recorded against a department, employee, asset or work order
  • Periodic counts

For many branches, decide which items are held centrally and which locally.

Issuance control

Every issue should answer who received it, for what and how much:

  • By department or cost center for general supplies
  • By employee for PPE, uniforms and tools, with acknowledgment
  • By asset or work order for spare parts, so maintenance cost per asset is accurate (preventive maintenance)

Requests can come through the employee portal or a simple requisition with approval for items above a limit.

Minimum levels and replenishment

Set minimum and maximum levels per item based on usage and lead time. When stock hits the minimum, the system suggests a purchase. For critical spare parts, keep safety stock so equipment is not down waiting for a part. See reorder point and safety stock.

Analyzing usage

Usage data reveals savings:

  • Consumption per employee, branch or department compared over time
  • Unusual spikes (a branch using twice the toner of similar branches)
  • Items issued but rarely needed
  • Spare parts consumption per asset, indicating unreliable equipment

Publish monthly usage by department. Visibility alone often reduces waste.

Uniforms and de minimis

Uniforms and clothing given to employees may have tax implications. The uniform and clothing allowance is a de minimis benefit up to the BIR ceiling, which is ₱8,000 per year from January 6, 2026 under RR 29-2025. Coordinate issuance records with payroll. See de minimis benefits.

Controls

  • Depot access limited to custodians
  • Issues only with requests and acknowledgments
  • Regular counts and investigation of variances
  • Separate the person who orders from the person who issues

Frequently asked questions

What are consumables in a business?

Items used up in operations, such as supplies, cleaning materials, PPE, uniforms and spare parts.

How do you control office supplies?

Keep them in a depot, issue them against requests by department, set minimum levels and review usage monthly.

Should spare parts be tracked by asset?

Yes. Issuing spare parts to assets or work orders shows true maintenance cost per asset.

Are uniforms taxable to employees?

The uniform and clothing allowance is a de minimis benefit up to the BIR ceiling. Amounts above it follow the rules for other benefits.
