Employee offboarding and clearance process: a checklist for Philippine employers

Run employee clearance faster: resignation acceptance, asset returns, access removal, accountabilities, final pay within 30 days and certificates of employment.

Offboarding in the Philippines revolves around clearance: confirming that a departing employee has returned company property, settled accountabilities and handed over work, so the company can release final pay within 30 days and issue a certificate of employment within three days of request, as DOLE expects. A slow, paper-based clearance is the main reason companies miss those timelines.

Clearance checklist

Assets and property

  • Laptop, phone, tools, vehicles and equipment returned and inspected (asset check-in)
  • ID, access cards and keys surrendered
  • Uniforms and consumables returned according to policy
  • Documents and files handed over

Systems and access

  • Accounts disabled on the last working day
  • Email forwarding or mailbox delegation set according to policy
  • Shared files transferred to a new owner (secure file sharing)

Finance

  • Cash advances and liquidations settled
  • Company loans and their balances computed
  • Unreturned property valued according to policy, with the employee informed

HR and payroll

  • Final attendance and leave balances confirmed
  • Final pay computed: unpaid salary, pro-rated 13th month, convertible leave, deductions, tax adjustment
  • BIR Form 2316 issued
  • Government agencies reported according to their rules
  • Exit interview completed
  • 201 file closed with separation documents

Why clearance takes too long

  • Clearance starts on the last day instead of when the resignation is accepted
  • Each department signs a paper form in sequence, and the form gets stuck on someone's desk
  • Nobody knows exactly which assets the employee holds
  • Finance computes final pay from scratch in a spreadsheet
  • There is no deadline tracking per separation

A faster clearance process

  1. Digital clearance with parallel sign-offs. IT, admin, finance and the department clear at the same time, each with a deadline.
  2. Asset records linked to the employee, so the return list is known on day one of the notice period.
  3. Automatic access removal scheduled for the last day.
  4. Final pay computed from payroll history, not rebuilt manually.
  5. A dashboard of open separations with days remaining to the 30-day deadline.

Exit interviews that produce useful data

Exit interviews are often a formality. They become valuable when answers are structured and analyzed across the company:

  • Ask the same core questions everywhere: main reason for leaving, destination (competitor, other industry, studies, abroad), what would have made them stay, and how they rate their manager, pay, workload and growth.
  • Let someone other than the direct manager conduct the interview so the employee can speak openly.
  • Record answers in the HR system, not in a document nobody reads, and report them by branch, department and tenure.
  • Review the data quarterly with management alongside turnover figures. A branch with high early turnover and repeated comments about scheduling tells you where to act.

Combine exit data with HR metrics such as 90-day retention and turnover by role to see patterns early.

Involuntary separations

Terminations for just or authorized causes involve due process requirements, such as written notices and an opportunity to be heard for just causes, or notices to DOLE and the employee for authorized causes. Keep complete records in the employee file, and involve legal counsel. The clearance and final pay steps then follow the same discipline.

Cirquolus HRIS manages notices and employee transitions; asset management tracks what each employee holds and records check-ins; payroll computes final pay from history; and helpdesk can route IT access tasks. Related reading: employee onboarding checklist.

Frequently asked questions

How long should clearance take?

Short enough to release final pay within 30 days of separation. With parallel digital sign-offs, most clearances can finish within the notice period.

Can final pay be withheld until clearance is complete?

An employer may hold release while there are unsettled accountabilities, but it should complete clearance promptly and document any deductions.

Is a certificate of employment required even if clearance is incomplete?

DOLE guidance requires issuing a certificate of employment within three days of the employee's request. It is a separate obligation from final pay.

How much notice must a resigning employee give?

The Labor Code generally requires at least one month's written notice for resignation without just cause, unless the employer agrees to a shorter period.
