Sales targets and commission plans that drive the right behavior

Design sales targets and commission plans for Philippine sales teams: target setting, plan structures, collection-based commissions and payroll.

Sales targets and commissions shape what salespeople do every day. A well-designed plan rewards profitable, collectible sales of the products the company wants to grow. A poorly designed one rewards discounting, overstocking customers at month-end and selling to customers who never pay. For Philippine B2B and retail sales teams, getting the plan right is one of the highest-leverage management decisions.

Setting targets

Good targets are ambitious but achievable and grounded in data:

  1. Start from the company sales plan by product and region.
  2. Allocate to territories based on potential, not just last year's results.
  3. Adjust for known changes: new accounts, lost accounts, new products.
  4. Break annual targets into months, considering seasonality.
  5. Communicate targets early, in writing.

Targets that are set too high demotivate; targets that are too easy waste incentive money.

Common commission structures

StructureHow it worksGood for
Percentage of salesFixed percent of sales valueSimple transactional selling
Tiered ratesHigher percent above target thresholdsRewarding overachievement
Margin-basedPercent of gross profitProtecting margin when salespeople control price
Product-weightedHigher rates for strategic productsDriving focus on new or high-margin lines
Collection-basedCommission earned when payment is collectedCredit sales with collection risk
Team or branch bonusShared bonus on team targetEncouraging cooperation

Example: tiered, collection-based plan

A salesperson has a monthly target of ₱1,000,000 in collected sales.

AchievementRate on collected sales
Below 80% of target0%
80% to 100%1.5%
Above 100%2.5% on the portion above target

If collected sales are ₱1,200,000: ₱1,000,000 × 1.5% = ₱15,000, plus ₱200,000 × 2.5% = ₱5,000. Total commission: ₱20,000.

Paying on collected sales aligns sales with cash and reduces bad debts, especially in businesses with long credit terms. See collections process.

Design principles

  • Keep it simple: salespeople should be able to compute their own commission
  • Align with strategy: reward the products, customers and margins the company wants
  • Protect against gaming: cap discounts, claw back commissions on returns and cancellations, avoid month-end order dumping
  • Pay on time: late or disputed commissions destroy trust
  • Review annually, with clear communication of changes

Commissions and payroll

Commissions for employees are part of compensation. They should flow from sales and collection records into payroll as a separate earning, with withholding tax applied according to current rules. Clarify in your policies whether commissions form part of basic salary for 13th month pay purposes, since this depends on how pay is structured; get advice. See 13th month pay and withholding tax.

Transparency for salespeople

Give salespeople a running view of their sales, collections, target achievement and estimated commission. When they can see progress, they manage their month better, and disputes drop.

Frequently asked questions

What is a good commission rate?

It depends on industry, margins, deal size and the role's base salary. Design rates from the cost of sale you can afford and the behavior you want.

Should commissions be based on sales or collections?

For credit sales, collection-based commissions align incentives with cash and reduce bad debts.

Are sales commissions taxable in the Philippines?

Commissions paid to employees are generally part of taxable compensation. Confirm specific treatment with your adviser.

How do you prevent commission gaming?

Use margin or collection-based plans, cap discounts, claw back on returns and review unusual month-end patterns.
