EOPT Act invoicing rules: what changed for Philippine businesses

How the Ease of Paying Taxes Act and RR 7-2024 changed invoicing: invoices replace official receipts, VAT on services, unused ORs and system implications.

The Ease of Paying Taxes (EOPT) Act (RA 11976) changed how Philippine businesses document sales. Under its implementing invoicing rules, Revenue Regulations No. 7-2024 (effective April 27, 2024, as amended by RR 11-2024), the invoice became the primary evidence for both sales of goods and sales of services. The official receipt (OR) is no longer the primary document for services and is treated as a supplementary document.

If your billing, POS or accounting system still generates ORs as the main sales document for services, it needs attention. Check current BIR issuances and confirm your setup with a tax adviser.

Invoices replace official receipts

After the transition, an invoice must be issued for each sale of goods or services at or above the threshold, or whenever the buyer requests one. Documents such as delivery receipts, billing statements and ORs can still be used for internal or customer purposes, but they are supplementary and are not valid for claiming input tax.

What happened to unused official receipts

During the transition, businesses could convert unused ORs into invoices (by marking them as invoices according to BIR guidance) or use them as supplementary documents. According to published guidance, the window for converted ORs to support input tax claims ended on December 31, 2024. ORs issued after that are supplementary documents and are not valid for input tax claims. If you still have old OR booklets, review them with your adviser before using them.

VAT on services moved to an invoice basis

Before EOPT, VAT on services was due when payment was collected. Under EOPT, it is based on gross sales, so output VAT is generally recognized when the service is invoiced, not when it is paid. That affects:

  • Cash flow: VAT may be due before customers pay
  • Systems: VAT reports must be generated from invoices, not collections
  • Contracts and billing schedules: timing of invoices now drives VAT timing

Taxpayer classification

The EOPT framework classifies taxpayers as micro (gross sales below ₱3 million), small (₱3 million to below ₱20 million), medium (₱20 million to below ₱1 billion) and large (₱1 billion and above). Some relief, such as reduced penalties, applies to micro and small taxpayers. Most companies reading this guide fall into the medium or large categories.

Other EOPT changes worth knowing

  • File and pay anywhere: returns can be filed and taxes paid through authorized agent banks, revenue district offices or electronic channels, which helps companies with branches in several cities.
  • Simplified procedures for registration and certain filings.

What to update in your systems

  1. Document types: make "Invoice" the primary sales document for goods and services; relabel or retire OR as a primary document.
  2. Invoice content: include the information required by current regulations, such as seller and buyer details, TIN with branch code, date, serial number, description, amounts and VAT breakdown.
  3. VAT reporting: generate output VAT from invoices for services.
  4. Authority to print or system registration: ensure your printed invoices or invoicing system registration reflect the new document type.
  5. Collections: acknowledgment receipts for payments are supplementary documents; label them accordingly.
  6. Training: sales, billing and collections staff should understand which document to issue when.

Preparing for electronic invoicing

EOPT invoicing rules also connect to the BIR's move toward electronic invoicing and sales reporting. See our guide on BIR e-invoicing (EIS).

Frequently asked questions

Are official receipts still valid in the Philippines?

ORs can be issued as supplementary documents, but they are no longer the primary evidence of a sale and are not valid for claiming input tax. The invoice is now the primary document.

When did the EOPT invoicing rules take effect?

RR 7-2024 took effect on April 27, 2024, and was amended by RR 11-2024.

Do service companies still issue official receipts for payments?

They may issue them as supplementary documents for payments, but the invoice is the document that evidences the sale for tax purposes.

Does EOPT change when VAT on services is due?

Yes. VAT on services is now based on gross sales, so it generally arises when the service is invoiced rather than when it is paid.
