Piece-rate pay in Philippine production: rules, computation and controls

How piece-rate pay works in the Philippines: minimum wage, holiday pay, 13th month pay, computation examples and production records for payroll.

Many Philippine manufacturers in garments, furniture, food processing, handicrafts and packing pay some workers by output: per piece, per dozen, per kilo or per task (sometimes called *pakyaw*). Piece-rate pay can motivate productivity, but it comes with legal obligations and requires accurate production records. Workers paid by results are still protected by minimum wage and other labor standards, so payroll and production must work together.

Key rules to know

TopicGeneral rule
RatesThe Labor Code allows payment by results; DOLE regulates such rates to keep them fair, preferably based on time and motion studies or consultation with worker and employer representatives
Minimum wageWorkers paid by results must receive at least the applicable minimum wage for normal working hours
Holiday payFor a covered employee paid by results, holiday pay is generally not less than their average daily earnings over the last seven actual working days before the regular holiday
13th month payWorkers paid on a piece-rate basis are covered by 13th month pay rules
Other benefitsEntitlement to overtime, night differential, service incentive leave and similar benefits can depend on whether the employer supervises their time and performance; get advice for your arrangement

Rules and their application depend on facts, so confirm your setup with DOLE guidance and your labor adviser.

Computing piece-rate pay

Example: a sewing operator is paid ₱6 per finished piece and completes 140 pieces in an 8-hour day.

  1. Piece-rate earnings = 140 × ₱6 = ₱840.
  2. Compare with the applicable daily minimum wage for the region. Using an illustrative minimum wage of ₱650 (check the current wage order for your region), ₱840 is above the minimum, so ₱840 is paid.
  3. On a slower day the same operator completes 90 pieces: 90 × ₱6 = ₱540, which is below ₱650. The employer pays at least ₱650 for the normal working hours that day.
  4. Record the daily earnings for holiday pay averaging and for 13th month pay.

Check minimum wage compliance per day or per pay period according to your policy and legal advice, not only on average for the month.

Setting fair rates

  • Base rates on time studies of the standard method with a trained worker at a normal pace
  • Compute what an average worker earns per day at standard output, and make sure it meets at least the minimum wage
  • Review rates when products, methods or minimum wages change
  • Document how each rate was set

Production records that support payroll

Piece-rate payroll is only as good as the output records behind it:

  • Output recorded per worker per day, by product and operation
  • Good pieces only, with clear rules for rejects and rework (scrap and rework tracking)
  • Supervisor approval of daily output before payroll
  • Attendance records for hours worked, needed for minimum wage checks and other entitlements (timekeeping systems)

Paper tally sheets transcribed into payroll spreadsheets are a common source of disputes. Recording output at the workstation and passing approved totals to payroll reduces errors.

Controls

  • Separate the person who records output from the person who approves it
  • Reconcile total pieces paid with total good output and finished goods
  • Investigate unusual jumps in individual output
  • Keep records for audits and inspections
