Hoshin kanri: strategy deployment for Philippine companies

Hoshin kanri explained: breakthrough objectives, annual priorities, catchball, X-matrix and monthly reviews, adapted for Philippine business groups.

Hoshin kanri, often translated as policy or strategy deployment, is a management system for turning a few breakthrough goals into coordinated work across the organization. It originated in Japanese companies and is closely linked to lean management. Its core ideas are simple: focus on a few vital priorities, align every level through dialogue, and review progress relentlessly. For Philippine companies where strategy often stays with the owners and never reaches branches and plants, it offers a practical structure.

The core elements

ElementWhat it means
Breakthrough objectivesThree- to five-year goals that require significant change
Annual objectivesThis year's priorities that move toward the breakthrough
Top-level improvement prioritiesThe key initiatives that will achieve the annual objectives
Metrics to improveThe KPIs that show progress
OwnersWho is accountable for each priority and metric
CatchballBack-and-forth dialogue between levels to agree plans
ReviewsRegular, structured reviews of progress and countermeasures

The X-matrix

Many hoshin practitioners use an X-matrix, a one-page grid that links breakthrough objectives, annual objectives, improvement priorities, metrics and owners, showing which items support which. It makes alignment (and gaps) visible. It can look intimidating at first; a simpler table with the same links works just as well for many companies.

Catchball: alignment through dialogue

Instead of handing targets down, leaders propose objectives, and the next level responds with what they can deliver, what they need and what risks they see. The "ball" goes back and forth until both levels agree. Catchball takes time, but the result is plans people believe in. It also brings frontline knowledge into strategy.

The annual cycle

  1. Reflect on last year's results and lessons.
  2. Set breakthrough and annual objectives at the leadership level.
  3. Catchball with divisions, plants and branches to agree priorities, metrics and owners.
  4. Deploy into team plans and scorecards (cascading KPIs).
  5. Execute through daily work and improvement projects.
  6. Review monthly with owners: progress, gaps, countermeasures.
  7. Reflect at year-end and start again.

Monthly hoshin reviews

Reviews focus on priorities, not routine operations. For each priority off track, the owner explains the gap, the cause and the countermeasure, often using an A3. Routine KPIs are handled separately in operational reviews (management review meetings).

Hoshin kanri vs. other approaches

ApproachFocus
Hoshin kanriFew breakthrough priorities deployed through dialogue and reviews
Balanced scorecardMeasures across four perspectives (balanced scorecard)
OKRsShort-cycle ambitious objectives and key results (OKR vs. KPI)

Many companies combine them: hoshin for breakthrough priorities, scorecards for ongoing health.

Adapting it for Philippine business groups

  • Start with leadership alignment. Family and founder-led groups need agreement at the top before deploying.
  • Keep it simple the first year: two or three priorities, a plain table instead of an X-matrix.
  • Include branches and plants in catchball, not just head office.
  • Respect the review rhythm, even when operations are busy; the discipline is the point.
